 Amy Barden is chief of Seattle's third emergency response branch, Community Assisted Response and Engagement (CARE). She said sees first responders as her bosses, and that includes not only firefighters, police, and EMTs, but also the 911 dispatchers and crisis responders who are part of the CARE team.
