Division of Family and Medical Leave Insurance (FAMLI)

2025 Q1 wage reports, corresponding premium payments and quarterly private plan reports are due Wednesday, April 30, 2025. Please get your payments in on time to avoid penalties or interest.

Reminder: rules adopted in November 2024 and effective January 1, 2025 dictate that employer entities with multiple branches that have different Federal Employer Identification Numbers (FEIN) are considered by the Division to be separate employers with separate rights and obligations. This means all member employers must register and create a separate FAMLI account for each separate FEIN. Professional Employer Organization (PEOs) must report wages under the FAMLI IDs assigned to each member employer.

UI quarterly wage detail reports and premium payments are also due April 30, 2025. Reports must include monthly employee data and be free of errors. Visit the UI Division’s Wage Reporting page for more information and resources.
- Third Party Administrators (TPAs) must be assigned the “Edit Employment and Wage Detail” role in order to submit quarterly wage detail reports on behalf of employer clients. Wage files submitted by TPAs without the required role will be rejected. Visit the Manage TPA Relationships page for more information.

As of April 3, 2025, the UI Division is no longer sending fact-finding requests to employers in the mail. Colorado employers are now required to respond to Division fact-finding requests online in MyUI Employer+, or by other Division-approved electronic means. Visit the Electronic Communication Requirement page for more information.
- Employer accounts with delinquent premiums on June 30 of each year are subject to an assessed Delinquent Premium Penalty (DPP). DPP is equal to the amount of past-due premiums, or 1 percent (.01) of the taxable payroll, whichever is less. Visit the Interest and Penalties page for more information.

Upcoming Rulemaking Dates

Division of Family and Medical Leave Insurance (FAMLI)
- The FAMLI Division recently held a public rulemaking hearing on Monday, April 14 for several proposed rule amendments. The public comment period is now closed, but all proposed amendments and a recording of the hearing are published on FAMLI’s Rules & Guidance page. The final rule amendments are expected to be adopted and published by the end of April and will have an effective date of July 1, 2025.

Division of Unemployment Insurance (UI)
- UI’s identity verification requirement will transition from emergency rule to permanent rule on May 20, 20205. A copy of the rule will be published in the CO Register on April 30, 2025.

Division of Workers’ Compensation (DOWC)
- The DOWC has proposed changes to two rules:
- The DOWC has adopted updates to Rule 11: Division Independent Medical Examination (DIME) and numerous DIME forms, which became effective on April 1, 2025. These updates aim to enhance the efficiency and fairness of the DIME process while supporting the retention of DIME physicians. Additional resources and training opportunities will be available in the coming months. All updated forms can be found on the DOWC’s Forms page. - Effective January 1, 2026, all payers (excluding self-insured employers) must accept electronic medical bills. All providers submitting 25 or more workers' compensation medical bills per month must submit these via a HIPAA-compliant electronic transaction. Implementing eBilling ensures HIPAA compliance and improves the efficiency and speed of the billing and remittance process. - Stakeholder meetings for regulation changes are continuing throughout the quarter for rules that will be effective January 1, 2026:
- Conveyance Program - The first meeting was held on April 1, 2025. Follow-up meetings will be held in the future.
- Boiler Program - The first meeting is scheduled for April 29, 2025. Follow-up meetings will be held in the future.

Division of Unemployment Insurance (UI)
- Employers and TPAs participating in SIDES are now able to login into ESIDES from their MyUI Employer+ account.
- All UI appeals correspondence can now be searched and accessed in the “Employer Claims Correspondence” section of MyUI Employer+. Employers and TPAs can also upload and search documents in a case folder for open appeals.
- TPA email correspondences have been updated to include employer name, employer account number (EAN), and document name.

Division of Oil & Public Safety (OPS)
- OPS will be hosting our 2025: Keys to Compliance this year. This educational opportunity, which is conducted every three years, will be held in conjunction with our industry partners in both Grand Junction in mid-August and Denver in mid-September. More details coming soon!
- The OPS Amusement Rides and Devices program is also hosting mini Keys to Compliance outreach events each quarter to help operators and their staff better understand the Amusement Rides and Devices Regulations. The next hybrid session will be on Wednesday, May 7 at 1 p.m. Please register if you would like to attend.

Division of Workers’ Compensation (DOWC)
- The DOWC recently premiered its new Workers’ Compensation 101 for Injured Workers video, available in English and Spanish. The video provides an accessible overview of the claims process, medical care options and employee rights following a workplace injury. While designed to support injured workers, it can also be a valuable educational tool for all stakeholders. The DOWC also offers Workers' Compensation 101 for Employers. A Spanish version of the video for employers is also available.
